ANAF will come under the direct coordination of the Ministry of Finance

The National Agency for Fiscal Administration (ANAF) will be directly coordinated by the Ministry of Finance, announced Minister Alexandru Nazare on Wednesday, stating that the relationship between the two institutions has been tense, and this tension has been reflected in the very low collection level.

”The fiscal component of this package is one of balancing, fairness, and encouraging tax compliance. We are primarily regulating the relationship between the Ministry of Finance and ANAF. This relationship has been tense, and the result of this tension has been seen in the very low collection level.

We are introducing a text stating that concerning specific activities, ANAF will be coordinated by the Ministry of Finance. The Ministry of Finance is responsible for budget construction, collection, and activities within its area of expertise that it must be able to coordinate with ANAF,” stated Alexandru Nazare.

He emphasized that "the control activity remains under ANAF's management, but we will handle all other coordination activities."

”Why? Because this activity was regulated by a single word, that ANAF was subordinate to the Ministry of Finance. But behind this word, there was absolutely nothing, there was no coordination at all. We need coordination if we want results,” explained the minister.

Alexandru Nazare once again mentioned integrity tests, stating that this measure is necessary to act when there are individuals suspected of various fraudulent activities.

”I reiterate the ideas related to integrity tests for ANAF, the Romanian Customs Authority, and the National Gambling Office. We need to implement this measure in order to act when we have individuals suspected of various fraudulent activities, especially in the control area. We need to be able to conduct integrity tests, and those officials who are suspected should be able to pass through these filters. It is a healthy practice, not only in Romania, but also in other countries,” said the minister.

Additionally, Nazare announced that officials going on tax inspections will wear body cameras.

”We are also introducing body cameras for the control activity in ANAF, for the control activity in customs, and for the control area in the National Gambling Office. We need such measures precisely to ensure transparency in how the control activity, whether in ANAF or Customs, is carried out. We need transparency in these inspections,” the Finance Minister further stated.
