Day 1560 of the war started with a large-scale attack launched by Russia on Ukraine, resulting in at least 17 deaths and over 100 injured in Kiev, Dnipro, and other regions of the country.

The bombardments came just a few hours after Volodymyr Zelensky had warned that Moscow was preparing a massive strike and urged Ukrainians to pay attention to intelligence warnings.

In the capital, explosions began around 1:30 local time, before the air raid alert was issued, and continued in multiple waves throughout the night and morning. Mayor Vitali Klitschko announced that at least four people had died and dozens were injured, including children.

The attack, which included drones and ballistic missiles, caused destruction in residential areas, hitting two residential buildings in the Ukrainian capital and triggering fires and power outages in several neighborhoods. Local authorities fear that some individuals may still be trapped under the rubble.

Tensions escalated after Moscow publicly threatened new strikes on the so-called „decision-making centers” in Kiev, and the Russian Ministry of Foreign Affairs urged foreign citizens and diplomats to leave the city. However, no major foreign embassy evacuated its personnel following these threats.

Meanwhile, the effects of Ukrainian attacks on Russian energy infrastructure are becoming increasingly visible. The Volgograd refinery, one of the most important in Russia, suspended its operations after a drone attack attributed to Kiev.

Amid drone attacks impacting refinery production, the Russian government has, for the first time, banned the export of aviation fuel.

And Vladimir Putin is unwilling to cut the defense budget, despite the risk of deepening a dangerous budget deficit.

### Ukrainian Strikes

– **Volgograd refinery suspends operations** – The Volgograd refinery, owned by Lukoil, suspended oil processing after a drone attack by Ukraine on May 29. According to industry sources cited by Reuters, several key units, including the one providing about 40% of the refinery’s capacity, were shut down. In 2024, the facility processed around 13.5 million tons of oil, representing about 5% of the total volume processed by Russian refineries.

– **Moscow warned foreign citizens to leave Kiev** – The Russian Ministry of Foreign Affairs advised foreign citizens, diplomatic personnel, and representatives of international organizations to leave Kiev „as soon as possible” shortly before the massive attack launched on Monday night. The warning came after Moscow announced it would begin „systematic attacks” on targets in the Ukrainian capital.

– **Russia bans kerosene exports for the first time** – The Russian government has banned, for the first time, the export of kerosene, according to DPA. The measure will remain in effect until November 30. Kerosene quantities already at customs or sent based on bilateral government agreements are exempt from this regulation. The decision follows similar regulations on external sales of gasoline and diesel amid Ukrainian drone attacks on Russian oil facilities. In May alone, 16 Russian refineries, including 8 of the 10 largest, were hit. Oil processing in Russia is now at the lowest level in over a decade. The ban on kerosene exports has a limited impact on the global market, where Russia accounts for approximately 2%.

– **Putin reluctant to cut military spending** – Vladimir Putin appears to resist pressure to reduce defense expenditures and end the war, despite warnings from Russian economists, as reported by [ISW](https://understandingwar.org/research/russia-ukraine/russian-offensive-campaign-assessment-june-1-2026). High-ranking officials from the Ministry of Finance and the Central Bank reportedly informed Putin that Russia’s projected current level of war spending is on an unsustainable trajectory and risks dangerously deepening the budget deficit. Putin was made aware of budget pressure as early as last year but asked the Ministry of Finance to first find ways to cut expenses in non-defense sectors, sources said. The Russian Finance Ministry admitted on April 9 that the budget deficit had reached around $63.5 billion in the first three months of this year, already exceeding the planned deficit of $52.5 billion for the entire year.

– **Trump asks for Xi Jinping’s help** – U.S. President Donald Trump has asked Chinese leader Xi Jinping to help end the war in Ukraine. According to sources familiar with the discussions, Trump told Xi that negotiations between Russia and Ukraine had reached an impasse and urged him to assist in bringing Kremlin leader Vladimir Putin back to the negotiating table with Ukrainian President Volodymyr Zelensky.
