On the 1512th day of the war, Russia launched a massive aerial attack on Ukraine:
- The central city of Cherkasy was targeted by repeated strikes. One child was killed, and nine people, including a child, were injured.
- In the city of Dnipro, three people were injured, and an office building caught fire. Additionally, a recently built nine-story building was damaged.

It's a tough time for Ukraine, especially as American negotiators Steve Witkoff and Jared Kushner are caught up in discussions with Iran and no longer have time for this war, according to a statement by Volodymyr Zelensky. But it would be fair for them to come to Kiev after having been to Moscow several times, mentioned the Ukrainian president.
Meanwhile, the State Duma of the Russian Federation has adopted in the first reading a bill that will allow Vladimir Putin to "legally" send troops to other states under the pretext of "defending the rights of Russian citizens."
And Iceland and Poland have agreed to support the creation of a special tribunal within the Council of Europe for the prosecution of the crime of aggression against Ukraine. At least 17 European countries are now ready to engage in the establishment of the tribunal, meeting the minimum threshold required for the proposal to be voted on at a future Council of Europe meeting in May.

Other Relevant Information
- American negotiators have no time for Ukraine - American negotiators Steve Witkoff and Jared Kushner "are constantly in discussions with Iran and have no time for Ukraine," which is concerned about its supply of weapons, said Ukrainian President Volodymyr Zelensky in an interview with German television ZDF on Tuesday. With the war in Iran, the issue of American arms deliveries to Kiev has become "a major problem," Zelensky stated, according to AFP. "If the war drags on, there will be fewer weapons for Ukraine. It is critical, especially regarding anti-aircraft defense," he explained. He also said that it would be fair for American special envoys to visit Ukraine after making several visits to Moscow, but a date for this has not yet been set, reported Kyiv Post.
- Moscow lays the groundwork for sending troops to other countries - The State Duma of the Russian Federation has adopted in the first reading a bill that will allow Putin to "legally" send troops to other states under the pretext of "defending the rights of Russian citizens," writes Moscow Times. In total, Russian laws go through three readings. The explanatory note for the bill mentions that it was developed "to protect the rights of Russian citizens in case of their arrest, detention, criminal prosecution, or other forms of persecution." This refers to measures taken by courts in other countries, as well as international judicial bodies that Moscow does not recognize.
- Two more countries support the tribunal for Russia - Iceland and Poland have agreed to support the creation of a special tribunal within the Council of Europe for the prosecution of the crime of aggression against Ukraine, Ukrainian Foreign Minister Andrii Sibiha announced on Tuesday. "We will continue to gather more signatures from countries willing to join - both within the Council of Europe and outside it, on all continents and in all regions. (...) Moscow's criminals must realize that justice is inevitable. From ordinary Russian operatives to the highest military and political leadership," Sibiha wrote on social media. At least 17 European countries are now prepared to engage in the establishment of the tribunal, meeting the minimum threshold required for the proposal to be voted on at a future Council of Europe meeting in May, Sibiha stated. The tribunal would have the mandate to prosecute top political and military leaders for aggression against Ukraine, specifically the decision to launch an invasion of another country. A separate court is necessary because the International Criminal Court in The Hague can investigate war crimes committed during the conflict but does not have the jurisdiction to prosecute aggression in this case, as specified by The Kyiv Independent.
