Minister of the Environment, Diana Buzoianu, accuses the leadership of the Ilfov Forestry Directorate of acting against Romsilva’s interests in the process of reopening the road through Băneasa Forest.
She argues that the Ilfov Forestry Directorate did not defend Romsilva’s decision to terminate the contract that allowed access to the Greenfield neighborhood in court. Furthermore, in the documents submitted to the court, the Ilfov Forestry Directorate allegedly indicated that they did not agree with the termination of the contract.
"For years, I wondered how cases are lost when it is clear that an illegality has occurred. The answer is simple: with the complicity of authorities. In the case of the Băneasa road: with a Romsilva that pretends to defend the forests in court, but does the opposite in processes," Buzoianu wrote on Wednesday on Facebook.
The accusations come after the Bucharest Court of Appeal ordered Romsilva to reopen the road that crosses Băneasa Forest. The measure is temporary and applies until the resolution of the case on the merits, but no later than September 2028.
The ruling does not establish the legality of the road nor definitively settle the dispute regarding the access contract or the status of the route.
What the Minister reproaches the Ilfov Forestry Directorate for
Diana Buzoianu states that she analyzed the initial ruling of the Bucharest Tribunal to understand the arguments presented by the parties and how the Court of Appeal reached its decision.
The Tribunal had refused to suspend the termination of the contract, but the decision was changed on appeal.
According to the Minister of the Environment, the Ilfov Forestry Directorate, led by Cezar Răduță, did not file a response, despite being legally summoned. Additionally, they reportedly communicated in official documents that they did not support the decision to terminate the contract.
"I discover how, in official documents, the Ilfov Forestry Directorate, with Răduță at the helm, even says that they do not agree with the termination of the contract. The Ilfov Forestry Directorate, despite being legally summoned, did not file a response," Buzoianu claims.
The Minister then published the definition of abuse of office from the Penal Code, without explicitly stating in the post whether she had notified the prosecutors about how the Ilfov Forestry Directorate acted in this process.
Buzoianu also criticizes the General Director of Romsilva, stating that he did not take action against Cezar Răduță, even though the leadership of the Agency is the one who can sanction or dismiss the directors of the forestry directorates.
A second road promised by the developer
Diana Buzoianu admits that the residents of the Greenfield neighborhood need another access route, but she argues that the legal solution is the road promised by the developer. In her opinion, the construction of this road was delayed as long as residents could use the forest route.
"The residents of Greenfield need another road. The road promised by the developer," the Minister states, adding that work on this access route has since begun.
Buzoianu accuses Cezar Răduță of choosing the "illegal option" after the route was designated in the forestry plan as a forest road without meeting legal requirements, and later a contract was signed allowing vehicle access.
Romsilva previously claimed that the approximately 1.5-kilometer road has been legal since the 1970s and that the absence of a portion of certain forestry documents was a material error, corrected in 2020.
What the Ministry of the Environment's Inspection Found
In 2025, the Ministry of the Environment's Inspection checked the status of the route. The report identified issues on a segment of about 720 meters, included in the forestry plan for the period 2020–2029 as part of road FE002.
According to the document, the inclusion of this section was done without the necessary documents for changing the land use category, without a technical project, and without the required approvals for building a forest road.
The Inspection concluded that this segment "cannot be considered a forest road built in accordance with the law." The Ministry proposed correcting the forestry documents, recovering any damages, and restoring the land to its original state.
Subsequently, Romsilva announced the termination of the access contract. The suspension of this measure is what is currently before the court.
"I tell you all this so that we understand why this institution will never be set right with the same people in charge, politically supported for decades," Buzoianu affirms.
The Minister links the case to the reorganization of Romsilva and announces that she will continue to use "all legal tools" to challenge the situation.
