PNRR in trouble: major cultural projects stalled or at risk, from Huniade Castle to the Historical Gallery of Transylvania

Huniade Castle in Timișoara and the Historical Gallery of Transylvania in Cluj-Napoca are among the major cultural projects financed through the PNRR that are either stalled or at risk of not being completed on time.

In the case of the museum in Cluj, the works have reached approximately 65%, but the contractor complains of financial problems caused by budget delays and is even considering terminating the contract.

At the Revolution Memorial in Timișoara, where the progress is around 75%, non-conformities have been discovered that need to be remedied before the works can continue, according to a government note analyzed by Profit.ro.

The issues affect a much larger number of investments: 79 projects targeting 228 cultural sites are at risk of exceeding the deadline of June 30, 2026.

Complex projects, blocked between bureaucracy and delays

Extensive restoration and consolidation works are planned at Huniade Castle in Timișoara. Among the investments facing difficulties are also the Roman Castrum in Drajna de Sus, which involves conservation works, archaeological research, and enhancement for public visitation, or the rehabilitation of 12 traditional houses in Charlottenburg, a project for the restoration of rural heritage and the tourism development of the circular village.

All these projects involve complex interventions on heritage - from archaeological research to restoration using traditional techniques - making them more vulnerable to delays and administrative blockages.

Among the identified causes are the late signing of contracts, lack of budget at the beginning of the year, and complicated approval procedures.

Lack of specialists and approvals delay the works

The works are also hindered by the specificities of interventions on heritage. Unexpected archaeological discoveries or hidden structural problems often arise, necessitating project modifications.

Additionally, these investments require numerous approvals from institutions such as the Ministry of Culture or specialized committees, significantly extending the duration of the works.

Another major bottleneck is the lack of specialists: restorers and craftsmen skilled in traditional techniques are few, and mobilizing them takes time.

Payment delays affecting the entire chain

However, the problems are not only related to the specificity of the projects. There are significant delays in payments to contractors and installers.

According to the document analyzed by Profit.ro, the cause is the limited monthly ceiling allocated for payments from the PNRR, which delays the transfer of funds and VAT to economic operators.

The effect is chain-like: businesses, in turn, delay payments to suppliers and slow down the pace of works until they receive the money from the government.
