The information system blockage of the National Agency for Cadastre and Land Registration (ANCPI) is causing a temporary change in the procedures for submitting funding requests for photovoltaic panel installation projects.
The Agency for Rural Investment Financing (AFIR) has announced that applicants can submit projects even without a land registry extract, with cadastral documents to be verified later.
This measure applies within the funding session for investments in new capacities for electricity production from solar sources (photovoltaic panels) and is valid from July 24 to August 14, 2026, AFIR announced on Friday.
Applicants who cannot obtain cadastral documents due to the unavailability of the ANCPI system will fill in the fields related to the land registry extract in the funding application with "0" and will upload, instead, a self-declaration regarding the temporary impossibility of obtaining the document.
"We have quickly devised and implemented the necessary measures to prevent the blocking of funding application submissions due to the issues currently faced by ANCPI. There are readily available measures for the funds' applicants granted for the development of capacities for electricity production from solar sources. The solution implemented by AFIR allows the continued submission of funding applications without delays, and the cadastral document verifications will be conducted later by AFIR experts during the evaluation phase," stated AFIR's General Director, Adrian Chesnoiu.

Document verification will take place later
AFIR specifies that, during the evaluation phase, the institution's experts will subsequently request the document issued by ANCPI confirming the cadastral number of the property for which funding is sought.
The institution emphasizes that these measures have been adopted to avoid the blocking of the project submission session aimed at developing new capacities for electricity production from renewable sources for self-consumption.
In this session, 265 million euros from the Modernization Fund are available: 145 million euros for projects with capacities up to 1 MW and 120 million euros for projects with capacities exceeding 1 MW.
According to AFIR, since the call opened on June 15, 50 applications have been submitted, totaling over 10 million euros, most of them for projects with capacities of up to 1 MW.
The ANCPI's information systems have been unavailable following the cyberattack announced by the institution last week. The government estimates that the agency's activity will resume next week after completing security checks and transferring the application to the government cloud.
