Everyone riding an electric scooter could be required to wear a protective helmet, regardless of age and the public road they are traveling on. The government supports the bill that introduces this rule, but has also made some observations regarding the drafting and substantiation of the initiative.
Currently, helmets are mandatory only for cyclists and electric scooter riders under 16 years of age who are traveling on the roadway.
The project does not change the rules for cyclists, but exclusively targets electric scooter users, as reported by Profit.ro.
Thus, if the initiative is adopted, electric scooter riders will be required to wear an approved helmet properly fastened whenever they travel on public roads, regardless of age.
Thousands injured in scooter accidents
The initiators justify the change by the increasing number of people using electric scooters for city commuting, as well as the increasingly numerous and serious accidents.
In the first seven months of 2025, 1,525 accidents involving scooters were recorded. Seven people died, and another 1,618 were injured.
Separately, centralized medical data for the entire year 2025 show that 2,751 people arrived at emergency units following electric scooter accidents. Over 350 of them required surgical interventions.
“These data demonstrate that the use of electric scooters is a significant reality of current road traffic and necessitates the adoption of appropriate prevention measures. In this context, wearing a protective helmet constitutes a minimum and reasonable safety measure, capable of reducing the risk of serious head injuries and contributing to protecting the lives and health of users,” argue the project authors.
They state that the risk of serious injuries does not depend on the user's age and therefore propose a single rule for all electric scooter users.
What the Government says
The government believes that the measure can increase road safety. “We consider that the regulatory intention could enhance the level of protection of social values enshrined in traffic legislation,” as stated in a document consulted by Profit.ro.
However, the government requests that some formulations in the project be revised and that the economic, social, financial, and legal effects of the measure be explained more clearly.
The initiative authors argue that the new rule could reduce the number of victims and the severity of accident consequences, as well as increase users' responsibility in traffic.
The mandatory helmet requirement for all electric scooter riders has been previously discussed, but the measure has not been adopted yet. The obligation is not yet in force. The project must go through the parliamentary procedure and be promulgated for the new rules to take effect.
