The motion by PSD-AUR has been submitted

PSD and AUR jointly filed a motion of no confidence against the Ilie Bolojan government on Tuesday. The announcement was made by George Simion, without representatives from PSD, who limited themselves to sending only a press release.

Simion stated that there are 253 signatures from PSD, AUR, PACE, POT, SOS, and non-affiliated members. 

"We have submitted the motion aimed at the fall of this government that no longer enjoys a parliamentary majority. We are absolutely amazed by the undemocratic way in which some try to expose their own ideas and ideologies in the public space. The Romanian Parliament is composed of representatives of the Romanian people. The Romanian people participated in parliamentary elections which, unlike the presidential elections held in the same week, were not annulled," stated George Simion.

The AUR leader emphasized that his party does not have an alliance or coalition with PSD.

"I want to show the falsehood of those who claim that we have formed a governing coalition with PSD. No, today we are signing, through 253 parliamentarians of different affiliations, a parliamentary procedure.

We hope not to be arrested for this and hope everyone understands that AUR, unlike many others, respects democracy," stated the AUR leader.

Subsequently, PSD issued a statement specifying that the submission and adoption of a motion of no confidence against a prime minister lacking legitimacy and parliamentary support represent a democratic process regulated at the constitutional level.

"PSD has managed to secure the support of a parliamentary majority for the motion of no confidence against Prime Minister Ilie Bolojan. Thus, PSD will bring about a profound change in the way of governance, as requested by the vast majority of Romanian citizens," PSD conveyed in an official statement.

The motion of no confidence will be read tomorrow in the plenary session of Parliament at 12:30 p.m., and the debate and vote will take place on Tuesday at 11:00 a.m.

For the motion of no confidence to pass, a majority of 233 votes is needed out of a total of 463 parliamentarians.

What the motion text looks like

The motion of no confidence signed by PSD-AUR-PACE-Întâi România parliamentarians is entitled "STOP 'Bolojan Plan' of destroying the economy, impoverishing the population, and fraudulently selling state assets!"

The Prime Minister is accused of sending a Nazi message, speaking about the rats in the pantry and that the Executive is preparing the most extensive alienation of strategic assets in the last two decades, without consultation within the Coalition, without public debate, and without minimal political accountability.

  • "Romania is not a commodity"

The eight-page text of the joint motion of no confidence by PSD – AUR supports that "Romania is not a commodity, and state-owned companies are not assets to be liquidated to cover political failures.

The government led by Ilie Bolojan has reached a point where it deliberately confuses reform with sale and strategy with improvisation," the parliamentary initiative states.

The motion argues that the Bolojan Executive "is preparing the most extensive alienation of strategic assets in the last two decades, without consultation within the coalition, without public debate, and without minimal political accountability. At the same time, the government's public discourse raises serious questions. There is talk that Romanians are ready to invest massively in these listings. A blatant lie!"

The motion accuses the Bolojan Government of undermining the national economy and exposes cases such as CEC Bank, Salrom, Hirdoelectrica, Romgaz, Bucharest Airports, Constanta Port, Romanian Lottery, Romanian Post, Romarm/Mechanical Plant Cugir, Craiova Aircraft, and Romaero, among other strategic companies.

  • What the motion says about the PNRR

"Invoking the PNRR in support of this announced theft is not sustainable. Milestone 443 targets 3 energy and transport companies and can be achieved through restructuring. The publicly announced list is not related to this milestone, and the term, namely August 2026, no longer allows for a correct listing, a fact confirmed by Deputy Prime Minister Gheorghiu.

Moreover, according to European methodology, listing does not reduce the budget deficit, although the promoters of this initiative claim the opposite through true disinformation campaigns in the public space. Instead, the state loses the annual dividends related to the sold participations!

Another myth through which Gheorghiu and Bolojan justify their action is that of establishing good governance and eliminating sinecures in profitable companies. However, Romgaz, Hidroelectrica, Transelectrica, and Transgaz are already listed and have transparency and governance rules in place. Selling additional packages does not bring changes in management but reduces state revenues. And the haste with which substantial packages of shares are being sold non-transparently is alarming. (...) Invoking the PNRR is, as we have already shown, a smokescreen," the motion states.

  • Bolojan accused of sending a Nazi message

The signatories of the document strongly criticize the term "rat" used by Prime Minister Bolojan when he compared the situation of state-owned companies with "some rats nibbling provisions."

"Very unfortunate, you stated about certain categories of people that they are rats nibbling from the state's pantry, not that they resemble some. Subsequently, you had the opportunity to apologize, but you stated that you do not regret the statement, moreover, it was a metaphor to make yourself understood by people.

Mr. Prime Minister, even admitting that you made those statements out of ignorance, this is in no way an excuse, especially since in this respect there can be no nuances. Zoomorphism of human nature is dishonorable for you and totally inappropriate for the position you still hold. But probably you have a historical culture as rudimentary as your economic one.

When you hold such a high position, you should have known the Nazi origin of such associations. You should have known that the German weekly Der Stürmer, which operated from 1923 to 1945, often used such a so-called metaphor of your reign to designate the undesirables," the text further states.

Grindeanu says that PSD will not govern with AUR

The Social Democrats unanimously voted on Monday in the leadership meeting to sign and vote alongside AUR for a motion of no confidence.

The first to announce the joint action of PSD-AUR on Monday morning were former Deputy Prime Minister Marian Neacşu and Petrişor Peiu, the leader of the extremist party's senators.

Then, Sorin Grindeanu announced after a PSD meeting at Parliament that it was unanimously decided to sign and vote for the motion of no confidence together with AUR.

However, Grindeanu argued that the vote on the motion is just a "parliamentary action" without political color and that there is no political agreement to govern with AUR after the motion passes.

"There are many things that set us apart, obviously, that's why we are different political parties, but there is a common goal, that of voting for this motion and toppling the Bolojan Government. That is a common goal. To be as clear as possible, there is no post-motion political agreement," said Grindeanu.

However, Marian Neacșu does not exclude a possible governance with AUR: "Every journey begins with a first step."
