EU Gives Positive Assessment to Romania’s Fourth NRRP Payment Request

The European Commission has approved the fourth payment request from the NRRP, amounting to 2.6 billion euros, the only one fully prepared by the Bolojan Government.

The Commission has noted that Romania has satisfactorily achieved the 38 milestones and 24 targets set out in the Council’s implementing decision.

"This significant step refers to the provision of funds related to the respective payment request," conveyed the Representation of the EC in Romania in a statement.

At the beginning of May, Minister of Investments and European Projects Dragoș Pîslaru emphasized the major difference compared to previous payment requests. Apart from request 1, Romania faced issues with requests 2 and 3, where the European Commission suspended payments due to unmet reforms.

Romania has recovered nearly 351 million euros from the initially suspended amounts related to payment request number 3 from the NRRP, but is losing around 459 million euros. This is due to delayed, incomplete, or poorly executed reforms in past years, Pîslaru also mentioned.

The main measures within this payment request include:

  • Implementation of a governmental cloud: Romania has made significant progress in implementing its governmental cloud infrastructure, with over 30 public institutions already connected. The measure aims to modernize public administration by improving data exchange, enabling the development of more efficient and user-friendly public services.
  • Decarbonization of the transport and energy sectors: Romania has taken steps to accelerate the transition to a low-carbon economy. These include imposing higher property taxes on the most polluting vehicles and gradually reducing dependence on coal-based electricity production.
  • Revision of the fiscal framework: Romania has introduced legislative changes to make its tax system fairer and more efficient, reducing administrative burden and improving tax compliance. By simplifying procedures and ensuring a more balanced distribution of the tax burden, the reform aims to strengthen public finances while promoting a more business-friendly environment.

Next Steps

The Commission has transmitted its preliminary assessment of Romania's achievement of the milestones and targets necessary for this payment to the Economic and Financial Committee (EFC).

The EFC has four weeks to issue an opinion. Payment to Romania can take place following the EFC's opinion and the subsequent adoption of a payment decision by the Commission.

Context

The Bolojan Government submitted the fourth payment request on December 19, 2025.

Romania's Recovery and Resilience Plan sets out extensive investments and reforms aimed at making Romanian society and economy more sustainable, resilient, and prepared for the green and digital transition.

The plan is funded with 21.41 billion euros, of which 13.57 billion in grants and 7.84 billion in loans.

With the fourth payment request, the funds paid to Romania will reach 12.97 billion euros.

In essence, we have received 60.6% of the total NRRP funds, with 62% of all milestones and targets in the plan evaluated.
