Rabla returns, but the budget decreases dramatically. The value of vouchers for electric cars is halved

The government has decided to resume the Rabla program for individuals.

However, the budget has been significantly reduced: 200 million lei for the entire period 2025-2030, according to an emergency ordinance project.

„The Ministry of Environment, Waters, and Forests is authorized to launch a program for individuals to reduce greenhouse gas emissions in transportation, by promoting non-polluting and energy-efficient road transport vehicles, 2025-2030 (Rabla Plus and Rabla Classic), within the limit of 200 million lei,” the project states, according to Economedia.

### Rabla Voucher for Electric Vehicles Halved

The Bolojan government will significantly reduce the value of the Rabla voucher for electric cars, from over 7,000 euros to approximately 3,500 euros, according to Profit sources.

Paradoxically, vouchers for combustion and hybrid cars remain at 2,000 and 2,500 euros, respectively.

On the other hand, sessions intended for local administrative units and legal entities, totaling 670 million lei, will be canceled or postponed until 2026.

The new conditions will allow the purchase of a maximum of 10-11 thousand cars, compared to over 50,000 initially estimated, which could heavily impact the auto industry, especially Dacia and Ford, as well as dealers who have invested in stocks, the cited source further writes.

The Ministry of Environment will launch this year’s Rabla edition on September 1, as recently announced by Minister Diana Buzoianu, who believes that the financing scheme needs to be reconsidered to not solely depend on the state budget.

## Buzoianu: We Can Shift the Rabla Program to European Funds

The Environment Minister stated that discussions are ongoing for funding a similar program through the Climate Social Fund, which would enable multi-year implementation independent of budget constraints.

„We can shift the Rabla program to European funds to ensure its continuity over several years, regardless of economic power or the national budget,” Buzoianu declared.

Romania has achieved the objective from the PNRR regarding the scrappage of 250,000 old cars, a mandatory condition in the recovery plan. „This milestone had to be met, and it has been achieved,” emphasized the Environment Minister.
