Scandal in the Budget Committee over the social package. Did the PSD amendment pass or not?

Representatives of PSD, PNL, and USR argued on Wednesday in the joint budget-finance committees of the two Chambers, where the state budget for 2026 is being debated.

The reason for the scandal: the PSD amendment that includes the measures from the social package, worth 1.1 billion lei.

The amendment submitted by PSD to the Ministry of Labor budget was voted with 23 votes in favor, 19 votes against, and one abstention, while eight AUR parliamentarians expressed "present, not voting."

PSD stated that the amendment was adopted, while the Liberals and USR mentioned that the majority of those present in the room, namely 51 parliamentarians, was not met.

PSD Senator Daniel Zamfir stated that Social Democratic parliamentarians will withdraw from the debates. However, the debates continued, and the amendment was marked as rejected, according to News.ro.

Who voted for and who voted against. Did the vote pass or not?

Deputy Claudiu Năsui (USR) wrote on Facebook that PSD-UDMR-SOS voted for the social package while PNL-USR-POT voted against, and AUR did not vote at all.

"Scandal in the budget committee over the social package proposed by PSD. PSD-UDMR-SOS voted for the social package. PNL-USR-POT voted against. AUR did not vote at all. The result was 23 votes for, 19 votes against, one abstention, and 8 present who did not vote. The question is whether the vote passed or not?" says Claudiu Năsui on Facebook.

Deputy USR points out that "PNL-USR-POT say that the majority is based on the number of people present, so there should be 26 votes in favor for it to pass. Therefore, the social package would fail, while PSD-UDMR-SOS say that the majority is based on the number of votes, so there should be 22 votes in favor for it to pass. Therefore, the social package would pass."

"AUR sits and eats popcorn," Năsui further comments.

And PNL says the amendment failed

The President of the Budget-Finance Committee of the Chamber of Deputies, liberal Bogdan Huțucă, announced that the amendment proposed by PSD did not pass because it did not have at least half plus one of the votes of those present.

"We refer to the Regulations of the joint committees, which expressly state that, for adoption, you need a number of votes that is at least half plus one of the number of votes of those present. Strictly referring to this Article 24, the amendment did not pass. It can be raised in the Plenary," explained Huțucă, as quoted by Agerpres.
