A new survey by INSCOP Research, conducted between November 17-19, 2025, shows that voting intentions for the Mayor of the Capital remain extremely close, especially between the PSD and PNL candidates.
What is surprising is Anca Alexandrescu’s (AUR) position in 3rd place, well ahead of Catalin Drula’s (USR) percentages.
Regarding voter turnout, the declared interest is high: 72% of respondents state they will definitely go to vote. Only 9.4% say they will definitely not exercise their voting right. The intermediate percentages are scattered, and a small segment does not know or does not respond.

Baluta leads among potential voters
The survey analyzes two separate categories: potential voters and mobilized voters, meaning those who say they will definitely go to the polls.
Among potential voters (83.6% of the total sample), the top looks like this:
- Daniel Baluta (PSD) - 26.6%
- Ciprian Ciucu (PNL) - 24.2%
- Anca Alexandrescu (independent, supported by AUR and PNȚCD) - 19.1%
- Catalin Drula (USR) - 11.6%
- Ana Ciceala (SENS) - 6.5%
- Alexandru Zidaru Makaveli (independent) - 3.5%
- Eugen Teodorovici (independent) - 3.5%
- Vlad Gheorghe (DREPT Party) - 1.7%
- Dan Cristian Popescu (independent) - 1.7%
- Gigi Netoiu (independent) - 0.9%

Ciucu takes the lead among mobilized voters
In the category of mobilized voters - the 62.9% who declare they will definitely vote and express a preference - the ranking changes:
- Ciprian Ciucu (PNL) - 27.1%
- Daniel Baluta (PSD) - 24%
- Anca Alexandrescu (independent, supported by AUR and PNȚCD) - 21.3%
- Catalin Drula (USR) - 12.1%
- Ana Ciceala (SENS) - 7.6%
- Alexandru Zidaru Makaveli (independent) - 2.1%
- Eugen Teodorovici (independent) - 2%
- Vlad Gheorghe (DREPT Party) - 1.1%

Differences between willingness to vote and declared choices
The results indicate a very close competition between Daniel Baluta and Ciprian Ciucu, with an advantage for the PSD candidate among potential voters, but with an edge for the PNL candidate among those mobilized, who have a higher probability of actual participation.
Anca Alexandrescu remains in third place in both scenarios, with a significant score for a so-called independent candidate.
The sociological research was conducted by phone, on a sample of 1,107 people from Bucharest, with a margin of error of ±2.95%.
