Romania could become a new regional center for the production of military drones, in partnership with Ukraine – one of the most advanced countries in the world in developing this type of weaponry, thanks to the experience gained in the war with Russia.
The information has been confirmed by the Ministry of National Defense, which is set to hold official discussions with counterparts in Kiev.
Defense Minister Ionuţ Moşteanu will negotiate the details of an agreement involving the transfer of Ukrainian technology to Romania and the manufacturing of drones on Romanian territory, most likely in Brașov.
The Brașov-based company Carfil SA has a history of over 100 years in the production of artillery weapons and ammunition and is one of the most important companies in Romania’s defense industry.
Moreover, in Brașov, the production of military and civilian drones will begin this summer, following a protocol concluded between this company and the American company Periscope Aviation for technological transfer.
### Ukraine offers the technology, Romania finances the factory
Military drones are expected to be integrated into the equipment of the Romanian Army, but some could be exported to other European countries interested in them.
„It’s not a complicated business plan. Romania would purchase the technical details of the drones developed by Ukraine and invest in a factory where Romanians and Ukrainians would work together on production,” official sources cited by Digi24 have transmitted.
The plan envisages Ukraine providing the know-how acquired on the front, while Romania ensures the financing of the production component.
At this moment, however, the Defense budget does not allow for such a major investment, so the project may only become feasible in 2026, with the approval of a new military budget.

### International Context: Europe heavily invests in drones
Romania would not be the first country to sign such an agreement with Ukraine.
Denmark and Norway have already concluded similar partnerships. Additionally, Germany has delivered nearly 2,000 artificial intelligence drones to Ukraine.
Latvia, co-leader of the European drone coalition alongside the United Kingdom, has already delivered 1,500 drones to Ukraine and announced that it will provide another 12,000 by mid-year.
These moves are part of the European effort to strengthen defense capabilities through investments in technologies tested in real war conditions, writes Ukrainska Pravda.
If the project is implemented, Romania could become a significant hub for drone production in Central and Eastern Europe, with strategic and long-term economic benefits.
