Starting Wednesday, August 13, 2025, residents of Cluj who smoke in public transport stations, parks, or municipal sports facilities risk fines ranging from 100 to 500 lei (100 euros).
The measure, approved by Local Council Decision no. 174/2025, prohibits smoking in all these public spaces, whether it involves traditional cigarettes, heated tobacco products, or electronic cigarettes.

For smokers, special designated and marked smoking areas have been set up in parks and sports facilities where smoking is allowed, as announced on Facebook by Cluj Napoca City Hall.

The only exception provided by the decision is for outdoor public events that have received approval from the authorities.

Milan has introduced the strictest anti-smoking law in Italy, which prohibits smoking in nearly all public spaces, including streets. The new regulation, effective from January 1, 2025, imposes fines ranging from 40 to 240 euros for those who do not comply.
Smokers can only light up in isolated areas where they can maintain a minimum distance of 10 meters from other people.
