The new TollRo taxation system for trucks comes into effect on Thursday, October 1, after a testing period during which carriers reported numerous issues and errors.
The platform was operational on Wednesday morning, but industry representatives say the system continues to have problems and are requesting the suspension of sanctions for six months.
The day before the launch, the implementing regulations of the law had not yet been adopted.
TollRo changes the way freight vehicles over 3.5 tons are taxed. Instead of the vignette paid for a certain period, carriers will pay a fee for each kilometer traveled, depending on the vehicle’s weight, road type, and emission standard.
The fee will range from 0.08 to 0.62 lei per kilometer.
In Romania, there are approximately 48,000 transport companies operating between 185,000 and 187,000 vehicles over 3.5 tons, according to data from the National Union of Road Hauliers from Romania (UNTRR).

### Platform Unavailable Two Days Before Launch
CNAIR had announced that the testing phase, started on September 15, was scheduled to end on September 29, and the platform was ready for use. However, on the same day, transport representatives said they couldn’t even access the application.
„It doesn’t work. If it doesn’t work, what errors can it give? The first thing, for it to work, you need to be able to open it,” said Radu Dinescu, the general secretary of UNTRR.
The issue was also reported by the Confederation of Authorized Operators and Transporters in Romania (COTAR). The organization’s president, Vasile Ștefănescu, said that transporters who tried to use the system couldn’t connect.

### Errors in 80% of the 600 Tests
However, carriers claim that the issues are not limited to accessing the platform.
According to UNTRR, in a set of over 600 tests conducted by a single company, approximately 80% indicated deficiencies.
Among the problems reported are the incorrect classification of vehicles in emission classes, the long time needed to issue a route ticket, and the differences between the calculated amount for a route and the one invoiced through real-time tracking.
In one of the tests presented by carriers, for the Bascov-Zalău route, the route ticket indicated a cost of 144.42 lei, while the real-time tracking system calculated 156.90 lei.
„600 tests were conducted by a single company, and 80% are deficient,” said Radu Dinescu.
Carriers also complain about issues for companies with many trucks on the road. Issuing a single route ticket would take about five minutes, which can be challenging for operators with hundreds of vehicles.
In the first phase, the tracking system can be used through the driver’s phone. However, UNTRR claims that, in its tests, multiple tracking sessions for different vehicles could not be started simultaneously from the same profile.

### 140 Issues and Questions Sent to Authorities
UNTRR says it has compiled 140 issues and questions related to TollRo’s operation and forwarded them to the authorities.
Among the situations for which carriers request clear rules are correcting a ticket issued with incorrect data, the procedure when the platform is not working, and the truck needs to depart, loss of GPS signal or Internet connection, and possible errors in the data taken from the Romanian Vehicle Registry.
News.ro specifies that it sent some of these questions to CNAIR but had not received a response by the article’s publication.
UNTRR has requested Parliament to postpone TollRo until January 15, 2027. If the system is still introduced on October 1, carriers say they are prepared to pay the new fees but request that at least the sanctions be suspended for six months.

### Regulations Still Not Adopted
Another issue is that on the morning of September 30, the methodological regulations necessary for implementing Law 226/2023 had not yet been adopted.
The law introducing the new taxation system was published in the Official Gazette in July 2023. However, the draft regulations were only made public in September 2026, just a few days before the TollRo launch. „The regulations were supposed to be ready in March, this year,” said COTAR President Vasile Ștefănescu.
Interim Minister of Transport, Radu Miruță, stated that CNAIR had enough time to prepare and test the system and any issues should be addressed.
However, he assured that carriers would not be penalized for problems related to the platform’s operation. „I will not sign any order to fine carriers if this system does not work,” Miruță stated.
