Sector 4 City Hall wants to expand the support scheme for residents, following criticism related to the assistance provided exclusively to drivers.
Mayor Daniel Băluță is now proposing a 50% reduction in public transport subscriptions, a measure currently being discussed in an extraordinary session of the Local Council.
The initiative comes a few days after the local administration approved a support of 600 lei for fuel, in a context of accelerated price increases for gasoline and diesel.

Up to 100 lei per month reduction for transport
According to the project, individuals from Sector 4 are expected to receive 50% of the value of public transport subscriptions (STB or metro), but not more than 100 lei per month, according to Buletin de București.
The aid is intended to be granted for six months, starting on April 1, 2026, in the form of emergency assistance for the purchase of subscriptions.
The measure is justified by the city hall as an intervention to prevent social marginalization, given the recent price hikes.
Who can benefit
According to the project, in order to receive this support, beneficiaries must meet several conditions:
- have their domicile or residence in Sector 4 for at least one year
- be employed for at least three months
- have a net income of at most 5,000 lei/person or 10,000 lei/family
- not have debts to the local budget
Important: the aids cannot be cumulated. Beneficiaries will have to choose between support for STB/metro and support for fuel.
Access to the aid will be exclusively online, through the application provided by the city hall. Beneficiaries must create an account and fill in the necessary forms directly on the platform.
"There is no need to come to the city hall. We use the s4.ro application, fill in the forms, and become part of the program," explained the mayor.
The amounts related to the support will be transferred directly to the beneficiaries' accounts, without going to a counter.
600 lei assistance for fuel
Last week, the Sector 4 Local Council approved a support of 600 lei for fuel, intended for car owners. The money will be paid in three installments of 200 lei each, starting on April 1, and can only be used for the purchase of gasoline or diesel.
To qualify, applicants must submit, among other things, a self-declaration, income certificates (below 5,000 lei per family member), and documents proving legal ownership of the car.
The initial decision to provide assistance only to drivers was criticized, including for the fact that the funds come from the local budget to which public transport users also contribute.
