Prime Minister Ilie Bolojan has launched a page on the Government’s website presenting an image of the personnel from the own apparatuses of city halls and county councils in Romania.
The analysis also shows what a 40% reduction in positions in local public administration would mean and which counties would require the most cuts.
Thus, the document presented by the Government shows that there are currently 189,777 employees in local administration. If a 40% reduction in positions is applied, as proposed by Bolojan, the final number would reach 126,862.
However, these also include vacant positions, so the effectively reduced occupied positions would be 13,098, which is a percentage of 10%.
During the press conference held on Tuesday regarding measures concerning local public administration, Bolojan explained that the Ministry of Development's proposal to reduce positions by 25% has no effect. This is because only unoccupied positions would be reduced.
The Prime Minister stated that in order to achieve a 10% reduction in effectively occupied positions, a cut of approximately 40% of the total positions is necessary.

The Government specifies that the analysis is based on:
- Data on the population from the National Institute of Statistics;
- The maximum number of positions calculated according to point 1 of the annex to Government Emergency Ordinance no. 63/2010 for each administrative-territorial unit. The data was reported by prefectures in the first half of 2025, for each county.
- The number of positions for the local police and the security of county interest objectives, calculated according to the current formula of 1 position per 1,000 inhabitants. This number is the second basis for calculating the staff reduction simulation. The calculation hypothesis of 1 position per 1,200 inhabitants was simulated.
- Other positions established according to legislation on which no changes have been proposed (population registry, drivers for school minibuses, positions for European funds).
According to the Government, the maximum number of positions is the upper limit that the positions included in the organigrams of local authorities cannot exceed. In most localities, the number of positions in organigrams is lower than the maximum. Adding up the maximum number of positions for all localities in Romania results in a total of approximately 190,000 positions, emphasizes the Executive.
The total number of established positions from all organigrams of local authorities in Romania is approximately 164,000 positions. It is observed that this is 14% lower than the maximum number of positions provided by law. Not all positions in an organigram are filled, with some positions remaining vacant.
Out of the 164,000 positions included in organigrams, according to collected data, approximately 129,000 positions are occupied, with the difference of 21% representing vacant positions. Positions are filled based on the independent decision of local authorities, and the degree of occupancy varies from one locality to another.

In conclusion, the Government says that the number of unestablished and vacant positions from the total positions provided by law at the current moment is 61,000, or 32%.
"Any reduction of less than 30% has only marginal effects. A reduction of 25% from the maximum norm would actually mean eliminating fictitious positions (the difference between the maximum norm and organigrams) and vacant positions," explains the Government.

- Bucharest: 708 positions
- Argeș: 649 positions from 58 UATs
- Suceava: 627 positions from 48 UATs
- Galați: 522 positions from 61 UATs
- Mureș: 513 positions from 56 UATs
- Hunedoara: 450 positions from 46 UATs
- Iași: 439 positions from 65 UATs
- Dolj: 413 positions from 65 UATs
