Călin Georgescu received the highest fine from the Permanent Electoral Authority for violating the legislation on party financing and electoral campaigns in 2024 and 2025.
Regarding political parties, AUR is the party with the highest fines for violating multiple regulations, according to an analysis by Expert Forum.
The highest cumulative fine was applied to Călin Georgescu (200,000 lei) for violating numerous articles, including those related to the source of funds, types of materials that can be used, and submitting income and expenditure reports, as well as supporting documents. AEP also notified the Police and the General Prosecutor's Office regarding Călin Georgescu's campaign.
Georgescu received multiple fines as follows:
- 50,000 lei – art. 28 (1) a) electoral campaign expenses must come solely from candidate contributions or political parties;
- 25,000 lei – art. 36 (3) – Electoral competitors are required to print the candidate's name, business operator, CMF, and circulation on electoral materials, if applicable.
- 25,000 lei – art. 36 (32) – Within 30 days from the end of the electoral campaign, electoral competitors must submit to AEP a declaration containing information on the description of online electoral propaganda materials, production, period, and distribution space.
- 50,000 lei – art. 47 para. (1) – Within 15 days from the election date, coordinating financial mandataries are required to submit detailed reports on electoral incomes and expenses and the amount of debts incurred as a result of the campaign, accompanied by declarations from art. 28 para. (13).
- 50,000 lei – art. 50 para. (2) – Political parties and independent candidates are obliged to submit the requested documents to AEP within 15 days.
AUR received a total of 130,000 lei in fines, POT 100,000 lei, USR 65,000 lei, and PNL 45,000 lei. PSD is among the parties with the lowest fines, only 30,000 lei.
AEP confiscated 19 million lei
Additionally, AEP confiscated 19 million lei, of which 16 million for the European Parliament elections and 2.6 million lei for local elections.
AUR received a total of 130,000 lei in fines, and sums of 13,735,990 lei were confiscated, mostly for the 2014 European Parliament elections. AUR contested only the sanctions for the European Parliament elections.
POT received a fine of 100,000 lei, with an additional sum of 28,353 lei confiscated following a complaint. POT contested the decision in court. The fine was received for using state budget subsidies for purposes other than those provided, and for not providing AEP with the requested information within 15 days. For parliamentary and local elections, warnings were issued, and a sum of 2,200 lei was confiscated.
USR received the highest fine for local elections – 45,000 lei, with confiscated sums of 464,918 lei for violations related to maximum contribution limits, expenditure destinations, and the use of unauthorized electoral materials. A fine of 20,000 lei was also imposed in 2025 for breaching legislation stipulating that expenses related to electoral propaganda materials are solely borne by the beneficiaries.
National Liberal Party had 2.5 million lei confiscated for European Parliament elections and received a fine of 10,000 lei. Fines were also imposed for parliamentary and local elections – 20,000 lei and 15,000 lei respectively – with an additional 277,000 lei confiscated. For the European Parliament elections, the party was penalized for violating loan legislation, for parliamentary elections for breaching the article regarding electoral expenditure destinations, and for multiple violations in local elections.
PSD received some of the lowest fines – 15,000 lei fines for local and parliamentary elections, for breaching multiple articles. Additionally, AEP confiscated 325,000 lei for local elections and 4,279 lei for parliamentary elections. The sanctions were not contested in court.
