Serious staff shortage in Justice: A quarter of prosecutor positions and 14% of judge positions are vacant

The Superior Council of Magistracy in Romania announces on Thursday that, at the end of September, over 14% of judge positions and over 25% of prosecutor positions are vacant, with two recruitment competitions initiated to reduce the personnel deficit.

„At the end of September 2024, within the judicial system in Romania, the occupancy rate of judge and prosecutor positions is as follows:

  • out of 5,069 judge positions, 744 positions are vacant, representing 14.67%;
  • out of 3,070 prosecutor positions, 776 positions are vacant, representing 25.27%," CSM announced on Thursday.

The institution announces that it has recently launched two new competitions, one for admission to the National Institute of Magistracy for 250 auditor of justice positions and one for admission to the judiciary for individuals with 5 years of experience in legal positions for 139 judge and prosecutor positions.

Additionally, from October 10, 2024, to April 4, 2025, the capacity examination for trainee judges and prosecutors, graduates of the National Institute of Magistracy, will take place to finalize their appointment as magistrates.

"The Council's concern for reducing the personnel deficit is constant, and concrete measures in this regard are periodically adopted following analyses conducted on the human resources needs and fluctuations," CSM representatives stated.
