The sanction was a „written reprimand,” and because of it, Chief Commissioner Gavriș could not be promoted for 6 months and could not participate in any competition for a leadership position.
Moreover, based on this proven abusive sanction, his participation in the competition for the position of director of the Capital Police was rejected. Other consequences of the sanction included financial losses.
Gavriș' "Crime" with a Touch of Staging
Radu Gavriș was accused of being at Hanul lui Manuc on January 22, 2021, together with four prosecutors from the Bucharest Tribunal Prosecutor's Office and occupying a table in an enclosed space, which was deemed illegal under the Covid-19 restrictive measures at that time.
In fact, it was a terrace adapted as a partially open space, as were most at that time.
So Radu Gavriș was sanctioned and suffered all the aforementioned damages because he enjoyed a beer on the terrace of a local establishment with 4 prosecutors in his free time. These prosecutors, by the way, were not subjected to disciplinary investigation, and CSM defended their reputation after images of them appeared in the media.
On the other hand, Mr. Gavriș was thoroughly investigated, with many resources expended by IGPR for dozens of pages of disciplinary investigation, and in the end, the court annulled the disciplinary inquiry and sanction.
“The way this investigation was conducted, the laws cited as violated clearly show a biased disciplinary investigation. Mr. Gavriș' right to defense was not respected; he was not given the opportunity to present his arguments, submit defense evidence, and request the submission of new evidence regarding the factual situation attributed to him.
The investigation had a clear purpose: to be sanctioned with a reprimand, a punishment sufficient to prevent him from participating in any competition, from being promoted. But this wasn't the first sanction imposed on Mr. Gavriș, annulled by the court.

So Radu Gavriș abused by not signing as mayor the supplement for hours worked during the night by 25 policemen from the Internal Control Service and by requesting an explanatory note and more details from subordinate departments.

In 2020 he managed to overturn at the Bucharest Tribunal a forced detachment to IPJ Harghita, most likely ordered out of revenge by former IGPR chief Liviu Vasilescu, another close associate of Bogdan Despescu, just before being forced to resign due to the scandal of a late-night meeting in a church with the Duduianu clan. Radu Gavriș' lawyer in that case, Elenina Nicuț, was outraged at the dangerous arguments employed by IGPR. “The illegality of Mr. Gavriș' detachment was so evident that the execution of the order was suspended from the bench.
Normally, the signatory of this order should have been held accountable for this abuse, including for the legal costs incurred by this process. Additionally, those who signed a transfer request in the same case, a request that, coming from IGPR, practically invited all the defendants judged by TMB to raise similar, allegedly legitimate suspicions, in fact irresponsible ones, should have been held accountable.
Unless there was an error on my part, no action has been taken to date,” said Elenina Nicuț.
In total, Radu Gavriș has defeated MAI and IGPR in 4 disciplinary cases, 2 administrative cases, and even 3 criminal complaints, dismissed by the court with the conclusion "no act committed."
