Dragnea's man to the Constitutional Court. Who is Mihai Busuioc

The President of the Court of Accounts, Mihai Busuioc, is supported by the PSD for the position of Constitutional Court judge on behalf of the Senate.

„We had a Standing Bureau to establish whom the PSD senatorial group supports for the position of judge at the Constitutional Court. We had a very democratic vote, and it overwhelmingly came out that we should support Mihai Busuioc, the current President of the Court of Accounts, who expressed his desire to run,” said Sorin Grindeanu.

Furthermore, the party has decided that the PSD representative who will hold the position of Secretary General of the Government will be Radu Oprea.

Who is Mihai Busuioc

Since October 2017, Mihai Busuioc has been the head of the Court of Accounts.

Considered a close associate of Liviu Dragnea, he was the Deputy Secretary General of the Ministry of Development during Dragnea's leadership.

Busuioc was retained in Dacian Cioloş' technocrat government at this ministry by Vasile Dîncu.

Prior to that, he led the National Agency of Cadastre (ANCPI), from where he was dismissed by Victor Ponta in 2012.

In January 2017, Busuioc was appointed Secretary General of the Government by Sorin Grindeanu. It was the first decision made by Grindeanu as Prime Minister.

The Battle for the Constitutional Court

The Senate has recently initiated the procedure for appointing a new Constitutional Court judge, replacing Marian Enache. Enache was appointed in July 2016 for a 9-year term by the Senate. The term of the President of the Constitutional Court has already expired on Tuesday, June 10, so he will only ensure the interim leadership of the Court.

According to the Constitution and the law governing the Court, the Constitutional Court consists of 9 judges appointed for 9-year terms, which cannot be renewed.

Three judges are appointed by the Chamber of Deputies, three by the Senate, and three by the President of Romania. The Court is partially renewed, with one-third of its members, once every three years, which is happening now.

According to the parliamentary algorithm, the Social Democrats and UDMR will make the two proposals from Parliament.

However, the PSD would like to maximize its influence by convincing Nicuşor Dan to appoint Corina Corbu, the current head of the High Court, on behalf of the Presidential Administration. If this plan succeeds, the Social Democrats ensure their majority at the Constitutional Court and, implicitly, the chance to install a favorable future president.

    On May 30, President Nicuşor Dan stated that he will appoint a non-political judge to the Constitutional Court because the Constitutional Court must be "as balanced as possible." It remains to be seen who this judge will be.
