The Romanian Intelligence Service announced on Tuesday that it thwarted a new sabotage operation orchestrated by the Russian Federation on Romanian territory.
Two Ukrainians who entered the country from Poland and were under the direct coordination of Russian secret service representatives intended to set fire to a NOVA POST company headquarters in Bucharest. Homemade explosive devices were found nearby.
The Romanian Intelligence Service announced that, in cooperation with national and international partners, it thwarted a new sabotage operation orchestrated by the Russian Federation on Romanian territory.
Two Ukrainian citizens, under the direct coordination of Russian secret service representatives, were involved in this action.
Their goal was to destroy a NOVA POST company headquarters in Bucharest, as stated in a press release by the SRI, cited by News.ro.
### Incendiary Devices with Remote Activation
Between October 14-15, 2025, the SRI identified and monitored the two Ukrainians who entered the national territory from Poland towards Bucharest and deposited two packages containing incendiary devices with remote initiation at the NOVA POST headquarters in Bucharest. These were homemade devices concealed in audio helmets and auto parts, as well as GPS location monitoring components.
The SRI immediately identified and defused the incendiary packages.
Currently, judicial authorities, together with police structures and those responsible for national security in our country, are conducting investigations, including in a partnership format, regarding the actions of the two Ukrainian citizens, the SRI further conveyed.

### Operation Following the Same Pattern Practiced by Russia
According to the institution, preliminary expertise shows a complex modus operandi:
– the use of incendiary substances (thermite and barium nitrate);
– their concealment with the possibility of remote initiation;
– the adoption by the two Ukrainian citizens of specific self-protection measures typical of intelligence services.
„The data obtained confirms the affiliation of the two Ukrainian citizens to an extended network of saboteurs targeting European countries, controlled by Russian secret services. Their actions fall within the same operational pattern that targets the extensive infrastructure of NOVA POST company – the largest Ukrainian private courier company.
The specific actions taken by the SRI, as well as the measures taken with Romanian authorities and external partners, led to the prevention of a sabotage attempt on national territory,” the institution added.

He arrived in Romania in 2024 and planned to target objectives in a commercial area in Bragadiru, where there was a recyclable waste depot, as well as two oil extraction wells and a natural gas regulation/measurement station. He stayed at a hotel in Bucharest and in the following days went to Ilfov for „reconnaissance”: he searched for access and retreat routes, filmed, and photographed the targeted objectives.
Investigators say he also searched online for easily procurable substances with which he could build explosive or incendiary devices.
He failed to carry out his plan due to police intervention, with the support of the SRI.
