Vlad Pascu was sentenced to 10 years in prison on Friday in the case where he is accused of driving under the influence and hitting several young people in the town of 2 Mai. According to the sentence, he is not allowed to drive any vehicle for five years after serving the sentence. Also, moral damages were established for the victims. The court’s decision is not final.
Mangalia Court decided on Friday to sentence Vlad Pascu to:
– 7 years in prison for manslaughter;
– 2 years and eight months in prison for bodily harm;
– 3 years and four months in prison for driving a vehicle under the influence of alcohol or other substances;
– 3 years in prison for leaving the scene of the accident.
„In accordance with art. 39 para. 1 lit. b) of the Criminal Code, related to art. 38 para. 1 of the Criminal Code, the court applies to the defendant Pascu Matei – Vlad, with the above data, the harshest punishment of 7 (seven) years in prison, to which an additional 3 (three) years in prison is added, representing one third of the other penalties applied for concurrent offenses, and orders that the defendant Pascu Matei – Vlad ultimately serve a resulting sentence of 10 (ten) years in prison,” the court record states.
Mangalia Court also decided to prohibit Vlad Pascu from being elected or holding a position involving the exercise of state authority, as well as the right to drive any category of vehicle, for a period of five years from the execution or deemed execution of the prison sentence.
The court also established that the duration of detention and pre-trial arrest from August 19, 2023, until the present date will be deducted from the ten-year prison sentence.
Prosecutors requested a sentence of 10 years, 6 months, and 20 days.
Mangalia Court partially granted the civil parties’ requests for moral damages. Thus, the court obliges the Romanian Motor Insurers’ Bureau to pay €700,000 to the family of Sebastian Olariu, the young man killed in the traffic accident, €640,000 to Roberta’s family, the young woman who died in the same incident, and a total of €400,000 to the injured persons.
The decision is not final and can be appealed within 10 days from the date of communication of the ruling.

On August 19, 2023, Vlad Pascu was driving a car on DN 39, and around 5:25 a.m., near 2 Mai, he hit a group of pedestrians. As a result of the impact, two young people lost their lives and three others were injured.
Vlad Pascu fled the scene of the accident and was later found by the police in Vama Veche. Investigators determined that he was under the influence of several prohibited substances, including cocaine, amphetamine, and methamphetamine.
Vlad Pascu was indicted in October for manslaughter, bodily harm, leaving the scene of the accident, and driving a vehicle under the influence of psychoactive substances.
