DIICOT prosecutors have sent to trial two Ukrainian youths, aged 23 and 24, accused of attempting to set fire to a courier company’s headquarters in Bucharest last autumn, in an action classified as an attempt at acts of sabotage.
The two are in pre-trial detention, and the case has been sent for resolution to the Bucharest Court of Appeal.
According to investigators, the defendants entered Romania on October 14, 2025, with the purpose of placing two parcels containing homemade incendiary devices. The next day, they deposited the packages at the headquarters of a Ukrainian company, Nova Post.
Major risk for the population and national security
The investigation showed a real risk of fire at the targeted headquarters, located on the ground floor of a seven-story building in a central and crowded area of Bucharest.
DIICOT prosecutors argue that a potential fire could have quickly spread to surrounding buildings, endangering the lives of a large number of people and causing significant material damage.
Moreover, if the plan had been carried out, the action had the potential to generate panic and a general sense of insecurity among the population, as well as distrust in the authorities' ability to ensure citizens' protection.
Sophisticated devices defused by SRI
The devices were defused with the assistance of pyrotechnics specialists from the Romanian Intelligence Service. According to expertise, the parcels contained components specific to improvised incendiary or explosive devices, crafted "extremely elaborately," with the possibility of being triggered remotely.
Tests conducted in a judicial experiment confirmed that the devices were functional and could have caused a significant fire.
In the indictment of April 2, 2026, DIICOT prosecutors requested the court to maintain the pre-trial detention measure for the two defendants until the case is resolved.
Colombian paid by Russians to blow up targets in Romania sentenced
Recall that in September 2025, a Colombian who intended to blow up strategic targets in Romania at the instigation of a person residing in Russia was definitively sentenced by the High Court of Cassation and Justice to six years in prison for attempted acts of sabotage.
He arrived in Romania in 2024 and intended to blow up targets in a commercial area in Bragadiru, where there was a recyclable waste depot, as well as two oil extraction wells and a natural gas regulation/measurement station.
The Colombian stayed at a hotel in Bucharest, and in the following days, he went to Ilfov for "reconnaissance": he searched for access and retreat routes, filmed and photographed the targeted objectives. Investigators say he also searched online for substances easy to procure, with which he could have built explosive or incendiary devices.
He failed to carry out his plan, thanks to the intervention of the police, with the support of SRI.
