Southern A0 Highway, fully opened to traffic last summer, already needs repairs. The Ministry of Transport states that too many deficiencies have emerged for the deteriorations to be solely attributed to trucks circulating with a weight exceeding the allowed limit.
State Secretary in the Ministry of Transport, Horațiu Cosma, has requested CNAIR to urgently start a comprehensive road repair program. The works are supposed to be carried out at the expense of the constructors, as the sections are still under warranty.
“Since the highway's inauguration, too many deficiencies in the works have appeared for them to be solely explained by the circulation of overweight vehicles,” Cosma conveyed.
The official did not detail in his post all the technical issues observed and the exact sectors where interventions will be necessary.

Horațiu Cosma says he requested CNAIR leadership to intervene on the entire Southern A0 where deficiencies exist.
“I have asked the CNAIR leadership to urgently start a comprehensive repair program on the entire highway. At the expense of the constructor, obviously. The work is under warranty, and the deficiencies must be remedied by the constructor,” the State Secretary specified.
He requested that the works be organized in a way that minimally affects traffic.
"Romanians have paid for a highway to be able to use it in its entirety, under good conditions and safely," added Cosma.
Southern A0 became fully operational on June 30, 2025, with the opening of the last section, Lot 3 Bragadiru-Joița, approximately 18 kilometers long. It was completed with a delay of almost three years compared to the original contractual deadline.
Fines of nearly 600,000 lei in two days
Execution issues are not the only cause for concern. The Ministry of Transport and the State Inspectorate for Road Transport Control (ISCTR) have started inspections after several reports regarding heavy vehicles circulating on Southern A0 exceeding legal weight limits or not following the restrictions imposed during heatwaves.
In just two days, 97 vehicles were checked. Of these, 59 were weighed, and 28 were immobilized.
In total, inspectors issued 56 fines, totaling 589,000 lei.
"Overloading is not a mere bureaucratic violation. It means degraded roads, additional costs for infrastructure maintenance, and, in certain situations, additional risks to road safety," explained Horațiu Cosma.
A Passage Over A0, Already Under Repairs After Just Two Years
The issues highlighted by the Ministry of Transport come just a few days after a scandal erupted in Berceni, where a passage over A0 needs repairs approximately two years after its inauguration.
The passage on DJ401 has deficiencies in access ramps and parapets and needs to be repaired by the constructor, as the work is still under warranty.
However, the repairs were halted over the weekend after the mayor of Berceni, George Ene, went to the site and removed the barriers placed to restrict traffic. The mayor claimed that the works had started without the approval of the City Hall and that the proposed traffic diversion solution would have caused major blockages for residents.
The conflict continued on Monday when CNAIR accused the mayor of exceeding his powers and warned that if the constructor's intervention is obstructed again, they could involve the Police or Gendarmerie.
